What is the Canadian Dental Care Plan?
The Canadian Dental Care Plan (CDCP) is a federal government program that helps make oral health care more affordable for eligible Canadian residents without private dental insurance. It covers a portion of dental costs for households with an adjusted net income under $90,000.
Who qualifies for the CDCP?
Anyone wishing to participate in this plan must meet the eligibility requirements outlined below:
- Be a Canadian resident for tax purposes
- Filed an income tax return for the previous year
- Do not have dental insurance through a private or pension plan or with employer
- Have a net (after tax) family income of less than $90,000 annually.
Which dental services are covered?
The CDCP covers oral health services designed to prevent and treat oral disease and to maintain healthy teeth and gums. Services that are covered when recommended by a dental professional can include the following:
- Diagnostic services
- Dental X-rays
- Preventive services
- Periodontal services
- Restorative services
- Endodontic services
- Prosthodontic services
- Sedation dentistry
- Oral surgery services
Which services are not covered by CDCP?
Coverage under the CDCP is limited to basic services that protect and preserve natural teeth so people can benefit from teeth that function properly. Many people that have missing teeth that is broken or need to be removed. When this happen, the CDCP includes the provision of a removable dentures that allow people to eat and talk properly and effectively.
The plan is not designed to improve the overall appearance of teeth or provide aesthetic benefits. It also excludes more complex treatments. Below are the treatments not considered under the CDCP plan.
- Teeth Whitening
- Fixed Bridges
- Composite resin and or porcelain veneers
- Three quarter crowns
- Inlays and on lays
- Mouth guards and bruxism appliances
- Crown lengthening
- Dental implants
- Bone Grafting
- Precision attachments for partial dentures
How much will CDCP Cover?
CDPC have their own fee guide that determines the fees the CDCP will pay for services covered under the plan. These fees can differ from provincial or territorial fee guides. Not all patients will receive complete financial assistance through CDCP due to required co-payments. So, it is important to ask about the costs that are not covered by CDCP. Co-Payments are the portion of treatments costs you would be expected to cover out of your pocket, and percentage is determined by your family’s net annual income from your previous tear’s tax return. Co-payment not covered are paid directly to our office.
You are responsible for paying your oral health provider any costs beyond that amount. This includes any differences between the CDCP’s established fees and the rates charged by providers, as well as fees for services not covered by the CDCP.

In addition, when we follow our established fee guide, it may be higher than the CDCP fee, in which case there is a gap payment. The gap can be filled by balanced billing, where the patient is billed for the difference between the CDCP fees and the fee our office would charge the patient who does not qualify for coverage under the plan.
Are the types of treatment covered the same for all patients?
Certain services, such as deep sedation, are not covered. If a provider believes the treatment is medically necessary, they can submit a pre-authorization request on behalf of the patient. Approval request is based on the recommendations of the dental care provider and considers the patients dental and medical history.
Treatments require pre-authorized are listed below:
- Specialist dental exam
- Crowns
- Post and Cores
- Moderate sedation, deep sedation and General anesthesia
- Major surgical procedure
- Orthodontic services.
How will I receive confirmation on my CDCP enrollment?
- The start date of your coverage
- Your membership card
- Information about the CDCP
Once enrolled, you must meet the eligibility requirements each subsequent year with an annual reassessment,
How long does my Coverage last?
CDCP requires annual renewal to confirm that patients continue to meet all eligibility requirements. Renewing ensures you avoid any gaps in your dental coverage. Once you receive your tax assessment, you can renew your coverage online. Be sure to submit your renewal application to prevent lapse in coverage.
If your renewal is approved, you’ll get a letter confirming your coverage and any updates. If your coverage has changed based on your current net family income, the letter will include details about the changes to your coverage. Just bring this information in your next visit to update our office.
